In fact these verses you are referring to are important ones to learn by each believing man and woman. They show ethics of the mixing up between the two genders and they direct the believing women to the rule of hijab, listing those categories of people ion front of whom a woman is allowed to display her ornament or put off her hijab.

Except for this list, a woman is supposed to strictly guard her dress. Among the enlisted categories that are allowed to see a woman without her hijab are the “men without desire.” According to the books of tafseer, those are meant to be either the fools, mentally retarded, who have no sexual desire towards women or those who are mentally sound but are physiologically incapable or even don’t have the tendency for any sexual contact with women such as in the case of effeminates.

There are two conditions for such people to be allowed to be present with women without hijab:

  • To be sure of their mental of physiological impotence. It was narrated that a man who was thought to be effeminate used to enter the house of Um Salama, the Prophet’s wife, but one time while the prophet was there he heard that man mentioning words of appreciation about the beauty of a lady in a manner that revealed his consciousness or even affiliation towards physical passions, then the Prophet prohibited him from entering the house again.
  • There should be a need for their mixing with the Muslim ladies as being, for instance, their servants.
